The OECD said this was perhaps due to a lack of development in international legal cooperation during the period studied.

Oregon city removes Nativity scene from public park after complaints

A Nativity scene in a Woodland, Oregon park was removed Tuesday after city officials said they received complaints questioning the Christmas display's presence on public land.
