Rwandan rebel leader dies in Germany awaiting retrial

A former Rwandan militia leader died in Germany on Tuesday while awaiting retrial for alleged war crimes in the Democratic Republic of the Congo (DRC).

Murwanashyaka's health deteriorated suddenly on April 11 and he died in hospital a few days later, the court in south-western Germany said.

Russia eases passport rules for east Ukrainians

President Vladimir Putin signed a decree on Wednesday that makes it easier for those living in eastern Ukraine's separatist territories to access a Russian passport.

Just three days after the vote, Vladimir Putin announced that he'll give Russian passports to people, who everyone bar Russia, regards as Ukrainians living on Ukrainian soil. During the campaign he'd made vague if slightly conciliatory noises about the important of dialogue and talks.

The new decree makes it easier for people living in separatist-controlled parts of eastern Ukraine to obtain Russian citizenship.

Ukraine's ambassador to the United Nations said he would ask the UN Security Council to halt Russia from enacting the decree. Communities in Ontario, Quebec and New Brunswick are coping with heightened water levels that have forced authorities to pile sandbags and homeowners to move their possessions to higher ground to avoid them being damaged by the flooding.

Southwest Ontario is set to face a Texas low-pressure system that is expected to bring rainfall of 20 to 45 millimetres from Thursday night into Friday. Rainfall ranging from 20 to 35 millimetres is projected to hit the south-central and southern sectors of Ontario’s northeast, and southeast Ontario could see anywhere from 20 to 30 millimetres.
